Rules of Carriage of Passengers, Baggage and Cargo

Infants and babies of under 2 years old

For infants of up to 6 months we can offer cradles on board our planes (depending on the airplane type).

When booking a ticket, you can clarify with the agent whether a cradle is available on board).

Passengers traveling with a child may transport free of charge one baby buggy in addition to the standard baggage allowance.

Attention! You may use a buggy only to the ramp, further your buggy will be transferred to the baggage department. On arrival to a destination airport (first landing point) please approach to a flight attendant  receive your buggy.

One adult passenger may transport free of charge one child of under two years without provision of a separate seat. For other infants of under two years traveling with one adult, tickets are sold at 50% discount. If a child of under 2 years old travels without a special seat, the standard free-of-charge baggage allowance will not apply to the child. A passenger may book a separate seal for a child, if he/she wishes so, and pay 50% of the tariff for an adult passenger (unless otherwise is stipulated in application rules of a special tariff).

Children from 2 to 12 years

The Airlines do not transport children under 12 years old not accompanied by an adult passenger.

Children under 12 years old are transported in accordance with tickets sold at 50% discount from the tariff for an adult passenger (unless otherwise is stipulated in application rules of a special tariff) with the provision of a separate seat and may carry free of charge the baggage in accordance with established standards.

Please check in for a flight in advance to enable us to keep neighboring seats for you. To comply with flight safety requirements, passengers with children may not seat near emergency exits.

Please pay your attention to the rules for traveling of minors abroad:

In accordance with Article 20 of Federal Law No. 114-FZ of August 15th, 1996 (as amended on April 7th, 2010) ‘On Procedure for Entry into the Russian Federation and Exit from the Russian Federation’, a minor citizen of the Russian Federation, as a rule, exit from the Russian Federation together with at least one of parents, adoptive parents, tutors or curators. If a minor citizen of the Russian Federation exits from the Russian Federation without adults, it must have a copy of the passport, a notarized consent of the said persons to exit from the Russian Federation stating the  term of exit and country (countries) it intends to visit.

We recommend to issue a notarized consent of the second parent. It may be issued for a certain trip or for a certain term during which a child may travel several times. Such consent is not required if the second parent is legally absent, as confirmed by the following documents:

  • mother card (previously called the ‘lone mother card’);
  • certificate of birth;
  • documents to certify the deprivation of parental rights;
  • document from the second parent to state refusal from a child;
  • document from court to confirm that it is impossible to identify location of the second parent;
  • document from militia to confirm that the second parent is on the wanted list;

However, a certificate of divorce is not included in such documents.

If a child travels together with both parents, just a foreign passport and a certificate of birth (if family members have different surnames) are sufficient.

Please consult your doctor before the travel with respect to possible contra indications and obtain his recommendations regarding the future travel.

Flights may have adverse effect threating life of the mother and child. That is why, taking care of your health and health of your children, the Airlines accept pregnant women for transportation only if they provide a medical certificate to confirm that there is no contra indications against air transportation on the flight date.

Such medical certificate is valid for a flight during 7 days after the date of issue.

 You will be proposed to complete a special acquittance, which may be completed in the agency when purchasing your ticket, when checking in or in advance (you can see the form and sample of such acquittance here  Obligation for transportation of pregnant woman and infant).

Please complete the acquittance at least in two copies, one of which will be delivered to a representative of the Airlines or check-in agent in the departure airport and the second copy will be kept by th passenger.

No specialized medical aid is available on board the airplane, so we ask you to treat with understanding requirements of the Airlines intended solely to ensure your own safety.

Doctors do not recommend to travel with newborn babies during seven days after birth.

To make your travel comfortable, please in advance:

  • consult your doctor;
  • book tickets for one-way and return flights;
  • when booking, please inform us whether you are going to use a wheelchair;
  • if you use your own foldable wheelchair, inform us of its dimensions and weight;
  • for safety purposes, wheelchairs based on electric engines are transported in baggage departments with disconnected batteries;
  • complete an acquittance that the Airlines are not liable for consequences of the air carriage (we will send the acquittance separately).

Visually and hearing impaired passengers may travel with a guide god and transport it at our flights free of charge, for which purposes you should notify the Airlines in advance when booking and purchasing a ticket in the Airlines’ sales office. You can bring on board medicines and crutches free of charge.

When transporting a sick passenger, please provide to the Airlines prior to your flight a medical certificated signed by a doctor that contains a permit yo transport the sick person by the air transport and special requirements to transportation conditions.

A passenger using a wheelchair that is unable to move himself/herself or a sick person on litter should be accompanied by a person taking care of such disabled during the flight.

In exceptional events, a passenger using a wheelchair tat is unable to move himself/herself whose health does not require special attention may be transported over the Airlines’ supervision and after filing of a written application for transportation over the Airlines’ supervision.

At all flights of the Airlines you can carry free of charge a certain quantity of baggage in each service class:

  • Business class – 40 kg;
  • Comfort class – 30 kg;
  • Economy class – 20 kg.
  • The free-of-charge baggage allowance is also specified in your ticket in ‘Free Allow.’ Field.

You can receive any information about the transportation of fragile and valuable baggage and electronic equipment, for example, computers, office equipment, TV equipment, etc., in UTair offices. Brief information about such items is contained in your ticket.

The carryon (hand baggage) are accepted for transportation as a part of the free allowance.

The carry on should be placed during the flight on a shelf above a passenger seat or under a passenger seat.

When checking in, a passenger must provide its baggage for weighing, except for items that may be needed for the passenger during embarkation, disembarkation and flight:

  • overclothes;
  • hand bag or case;
  • file for documents;
  • meal for a baby during the flight;
  • cradle for a baby;
  • umbrella or walking stick;
  • crutches, foldable wheelchair for disabled person;
  • bouquet of flowers;
  • book, magazine, newspaper;
  • portable computer (notebook);
  • handset;
  • photo camera;
  • videocamera;
  • baby buggy (which buggy may be used to the airplane ramp, after that the buggy will be transferred to the baggage department for transportation).

The free baggage allowance DOES NOT APPLY to:

belongings of a passenger, irrespectively of their name and purpose, whose dimensions in the packed form exceed 203 cm as a sum of three dimensions (such baggage is deemed oversized one);

  • belongings of a passenger, irrespectively of their name and purpose, whose weight exceeds 32 kg per one package;
  • courier correspondence and parcels accompanied by specialists of authorities;
  • animals and birds, except for guide dogs accompanying blind persons;
  • baggage requiring special transportation conditions.

Transportation of the above-mentioned baggage will be paid separately in accordance with its actual weight, irrespectively of other belongings of a passenger transported as baggage.

Skies, snowboards and accompanying equipment (ski poles, boots, helmets, goggles, special clothes) weighing less than 15 kg are transported free of charge above the free baggage allowance in all directions (one-way and return-way). Skies of any dimensions may be transported.

Please clarify detailed terms of transportation applicable to skies and skiing equipment when booking or purchasing a ticket.

Animals and birds may be transported by UTair airplanes upon prior agreement with UTair and also with a permit of arrival or transit countries for international flights.

Rules for transportation of animals and birds at international flights are governed by the laws of arrival, departure and transit countries. We recommend to seek detailed information from the consulate of a country that is a departure, arrival or transit point.

You should agree upon the transportation of an animal or a bird with the Airlines or their authorized agent when booking or purchasing a ticket.

With a permit of the Airlines, you may transport animals in the airplane’s cabin. It is allowed to transport in the cabin animals weighing not more than 10 kg (including the weight of container to carry it). The Airlines may refuse to transport an animal in the cabin if such transportation has not been agreed upon in advance.

Animals weighing more than 10 kg are transported only in the baggage department in a cage.

When transporting a pet (bird) in the cabin of baggage department of the airplane, it must be placed in a package container (cage or basket) of sufficient dimensions with access of air (with the exception of guide dogs). The bottom of such container (cage or basket) must be water-proof and covered with an absorbing material. Bird cages must be covered with a  dense light-tight cloth. The sum of three dimensions of a container/ cage (if a pet (bird) is transported in the cabin)

may not exceed 115 cm, in the baggage department – 203 cm. A container for carriage of pets (birds) must have handles to carry it.

The weight of a pet (bird), including the weight of a container (cage or basket) is not included in the free allowance and be paid for by a passenger at the rate set by the carrier.

You should take care of you pet during the flight yourself, provide it with food and water in due time and take care of it. Remember that the Airlines bear no liability for the health of your pet.

Guide dogs accompanying visually or hearing impaired persons are transported in the airplane’s cabin free of charge above the free baggage allowance, if there is a document confirming special training of a guide dog, relevant training and a veterinarian certificate, provided that such a dog has a collar and a muzzle. They are placed in rear rows of the passenger cabin and must be tied to a seat of its owner near his legs.

Required documents:

To transport a pet in Russia, you will need a veterinarian certificate issued within 48 hours prior to departure of your flight from the departure airport. Such certificate is valid during one month.

The Rules for Preflight and Postflight Inspection approved by Order No. 104 of the Ministry of Transport of July 25th, 2007 took effect on August 27th, 2007.

It is prohibited to transport the following hazardous substances and items on board an airplane in registered baggage and carryon:

1) explosives, explosive materials and items stuffed with them:

  • any gunpowder in any package and in any quantity; 
  • ball ammunition (including small caliber); 
  • ammunition of gas guns; 
  • hunting capsules (pistons); 
  • pyrotechnics: signal and illumination flares, signal cartridges, smoke cartridges (bombs), demolition matches, sparkles, railway firecrackers;
  • trilite, dynamite, tritol, ammonal and other explosives;
  • blasting capsules, electrodetonators, electric igniters, detonating and igniting fuse, etc.; 

2) compressed and liquefied gases:

  • gas for dome; tic use (butane, propane) and other gases
  • gas canisters filled with nerve and tear agents, etc.;

3) inflammable liquids:

  • acetone; 
  • petroleum; 
  • samples of inflammable petroleum products; 
  • methanol; 
  • methylacetate (methyl ether); 
  • carbon disulfides; 
  • ethers; 
  • ethylcellosole;

 4) inflammable solid substances:

  • substances liable to spontaneous combustion; 
  • substances that emit flammable gases in contact with water: 
  • potassium, sodium, metal calcium and their alloys, phosphorous calcium, etc;
  • white, yellow and red phosphorus and all other materials relating to the category of inflammable solids;

 5) oxidizing substances and organic peroxides:

  • colloid nitrocellulose in granules or flakes in dry or wet form containing less that 25% of water or solvent; 
  • colloid nitrocellulose in pieces containing less than 25% of alcohol; 
  • nitrocellulose in dry or wet form containing less than 30% of solvent or 20% of water, etc;

6) toxic substances;

 7) radioactive materials;

 8) acid and corrosive substances:

  • strong inorganic acids: hydrochloric, sulfuric, nitric and others; 
  • hydrofluoric acid and other strong acids and corrosives;

9) poisonous and toxic substances:

  • any poisonous and toxic substances in liquid or solid form packaged in any container; 
  • brucine; 
  • nicotine; 
  • nicotine; 
  • tetrahydrofurfuryl alcohol; 
  • antifreeze; 
  • brake fluid; 
  • ethylene glycol; 
  • mercury; 
  • all salts of hydrocyanic acid and cyanide agents; 
  • cyclone, black cyanide, arsenious anhydride, etc.; 
  • other dangerous substances, articles and goods that can be used as a weapon of attack on the passengers, flight crew, as well as endangering the flight of the aircraft;

10) weapons:

  • pistols, revolvers, rifles, carbines and other firearms, gas and pneumatic arms, stun devices, daggers, stilettos, bayonet knives, except for events and in accordance with the procedure prescribed by the laws of the Russian Federation..

 Articles permitted for transportation in the registered baggage:

  •  crossbows, underwater guns, swords, sabers, cutlasses, scimitars, cutlasses, swords, rapiers, bayonets, daggers, knives: hunting, knives with folding blades, with locking locks, imitations of weapons of any kind;
  • domestic knives (scissors) with a blade of over 60 mm;
  • alcoholic beverages containing from 24% to 70% of in containers with a capacity not exceeding 5 liters, in a package designed for retailers, - maximum 5 liters per passenger; liquids and alcoholic beverages with alcohol content not exceeding 24%;
  • sprays for sportive or domestic use in cartridges whose vent caps are protected against inadvertent release of contents in containers with a capacity not exceeding 0.5 kilograms, or 500 ml — maximum 2 kg or 2 liters per passenger;

 Articles permitted for transportation as carryon:

  • medical thermometer — one per passenger; 
  • mercury tonometer in the standard case - one for each passenger; 
  • mercury barometer or manometer, packed in an airtight container and sealed with a seal of the consignor; 
  • disposable lighters - one for each passenger; 
  • dry ice for cooling perishable products - no more than 2 kg per passenger; 
  • 3% hydrogen peroxide - not more than 100 ml per passenger; 
  • liquids, gels and aerosols considered harmless in containers of 100 ml (or the equivalent in other volumetric measurements), packed in a secure plastic bag of not more than 1 liter - one bag per passenger.

 Liquids in containers with a capacity of over 100 ml are not accepted for transportation even if the capacity is filled only partially.

 The exceptions are:

  • medicines;
  • baby food;
  • liquids purchased in duty-free shops.

Liquids purchased in duty-free shops must in the airport or on board the airplane must be packed in a properly closed (sealed) plastic bag that ensures identification of access to contents of the bag during the flight and has a reliable confirmation of the fact that these goods have been purchased in the airport duty-free shops or on board the airplane on the day (days) of trip.
