Part 12. The rules of passenger conduct on board an aircraft during the flight

12.1.1 Every passenger on board an aircraft of the Company has to fulfill flight safety rules and must follow the set regulations and requirements of safety provision.  

12.1.2 The passenger is responsible for the violation of regulations, rules and requirements of flight safety during domestic flights within the Russian Federation according to the active legislation of the Russian Federation. 

12.1.3 The passenger is responsible for the violation of regulations, rules and requirements of flight safety during international flights according to the requirements of the international air law (international conventions on civil aviation) and the legislation of the country of destination or the country of intermediate stop, disregarding the country of aircraft registration and operation. 

12.1.4 During all flights on board the Company aircraft smoking is forbidden during the whole flight. The Company is entitled to impose a fine for smoking on board the aircraft and in other areas concerned with passenger service.  

12.1.5 For the flight to be safe, the passenger shall observe all the recommendations of the flight-attendant personnel and comply with the standards of behavior without breaking these Rules.  

12.1.6 An act about non-compliance with the crew requirements is drawn up in the presence of the perpetrator. The act is drawn up in accordance with the rules and requirements of the active legislation.

12.2.1 Violation of the rules of passenger conduct on board the aircraft shall be understood as violation of the rules of conduct set by the Company:

  • attack (physical abuse), intimidation and threats of the crew members or creating obstacles to the crew members in doing their job that limit the ability of the crew members to do their job;
  • attack (physical abuse), intimidation and threats of the other passengers;
  • non-compliance with the aviation personnel or the crew requirements concerning the observation of flight safety regulations and rules;
  • taking drugs and alcohol in excessive amounts causing intoxication;
  • rowdy behavior, verbal abuse, verbal assault etc.;
  • assault or violence (action) of sexual nature (sexual harassment of adult or underage passengers);
  • malevolent (premeditated) aircraft property or equipment damage (destruction) or putting out of operation;
  • other violations (smoking, unauthorized use of electronic devices, refusal to leave the passenger terminal or the board of the aircraft etc.). 

12.2.2 The passenger who does any of the above is considered a breaker of the Rules of Conduct in air transport and on board an aircraft of the Company.

12.3.1 In accordance with the provisions of the international conventions in civil aviation and Air Code of the Russian Federation the PIC is entitled to:

  • give orders to any person on board the aircraft and demand their execution for the sake of the aircraft flight safety;
  • take all necessary measures (including enforcement measures) in relation to people who by their actions create an immediate threat to the aircraft flight safety and refuse to follow the orders of the PIC. On arrival of the aircraft at the nearest airport the PIC is entitled to send such passengers away from the aircraft; in case of committing actions that have indications of being a crime, the PIC shall forward them to law-enforcement authorities of the country of stay. 

12.3.2 These persons may be made administratively or criminally responsible in accordance with the international law regulations, the legislation of the Russian Federation or the country of stay. 

12.3.3 In case the transportation agreement is terminated on the initiative of the Carrier because the passenger violates the rules of conduct on board the aircraft and creates a threat to the flight safety or a  threat to the life (health) of other people and also does not execute the orders of the PIC, the amount paid for the air transportation is not compensated to the passenger.

12.4.1 During the pre-flight preparation the passenger must:

  • personally pack his hand baggage and baggage or be present at his/her baggage items being packed by other people at all times so that he/she could exclude the possibility of putting unknown items into any piece of the baggage;
  • refuse to take any items (packages) from other people for transportation or transfer to other people without personally reviewing the contents of the items;
  • not leave the transported things and items unattended before checking them in;
  • (if possible) not take in flight or refrain from transporting electronic devices and means of communication.  

12.4.2 At check-in the passenger must:

  • have an ID;
  • advise the check-in personnel of the personal weapons allowed for transportation and the electronic devices in his baggage;
  • be ready to answer questions: who had packed the baggage, if the baggage had been left unattended, and be ready to enumerate the contents of the baggage;
  • inform the aviation security personnel and any airport personnel about all the events causing the passenger’s worries in connection with the flight security;
  • go through the pre-flight check;
  • allow to inspect his/her hand baggage and personal things and items.  

12.4.3 While going through the customs and waiting for the boarding the passenger must:

  • comply with the aviation safety rules set by the airport and assist the aviation personnel and the aircraft crew members in fulfilling these rules. 

12.4.4 On board the aircraft the passenger must:

  • strictly follow the requirements and recommendations of the PIC and the crew members;
  • arrange the hand baggage and personal things in compartments indicated by the flight-attendant;
  • follow the rules of conduct in public places;
  • fasten seat belts when “fasten belts” sign is on, and at the flight-attendant’s  direction leave them fastened;
  • comply with the transportation rules;
  • follow the orders of the PIC;
  • follow the fire safety rules, sanitary and hygiene and antiepidemic rules;
  • follow the rules of dangerous goods or items transportation, comply with the flight safety rules. 

12.4.5 On board an aircraft the Passenger must not:

  • create the situations that threaten flight safety and life (health) of the passengers and crew members;
  • create situations that cause acts of vandalism, actions that insult honour and dignity of other people, and cause aggressive actions on the part of other people;
  • raise the voice, treat other passengers and crew members aggressively and disrespectfully;
  • use electronic devices while taxiing, take off and landing;
  • smoke in flight;
  • use safety equipment without the order of the crew members;
  • film and take pictures;
  • break fire safety rules, sanitary and hygiene and antiepidemic rules;
  • break the rules of dangerous goods and items transportation;
  • break flight safety rules (an attempt to open the door, the hatch, refusal to fasten seat belts, smoke in forbidden places etc.).
