Part 4. Carriage of baggage

4.1.1. The baggage of the passenger shall be accepted for carriage on board the aircraft as checked-in and (or) unaccompanied baggage and shall be carried in the baggage-cargo compartment of the aircraft. The items passengers have with them are carried in the passenger cabin.

4.1.2. The Airline shall ensure that the baggage of the passenger shall be sent to the destination airport on board the same aircraft the passenger is travelling. Should such carriage become impossible, the Airline shall transport the baggage of the passenger on board the aircraft making the soonest flight to the destination airport of the passenger.

4.1.3. The Airline shall have the right to decline the Passenger’s request to transport his/her baggage in case its weight, dimensions, number of pieces, contents and packaging do not comply with these Regulations.

4.1.4. The baggage of the Passenger who has not shown up for boarding after having been checked-in, and equally the checked-in and hand baggage of the Transit passenger who has not shown up for boarding shall necessarily be withdrawn from the aircraft and undergo obligatory inspection.

4.2.1 Every Passenger, including those travelling on business or discount tickets, with the exception of infants travelling without being assigned a separate seat in the passenger cabin shall have the right for free baggage carriage. For the baggage check-in and carriage the Airline shall set a definite norm of the free baggage allowance, baggage allowance and the excess baggage tariff.

4.2.2  The Airline shall set the limitations for free of charge baggage carriage by a single passenger (having an assigned seat on board the aircraft) both on domestic and international flights:

  • Economy class – 20 kg,
  • Comfort class – 30 kg,
  • Business class – 40 kg,
  • “STATUS VIP” holder depending on the service class 10 kg extra.

4.2.3 When booking a seat or when buying a ticket on the flight the agent who is making the booking shall inform the passenger of the free baggage allowance and mark it on the Passenger ticket.

4.2.4 The baggage allowance is subject to baggage weight in kilograms (kg), and when travelling on some international flights to the number of baggage pieces.

4.2.5 The free baggage allowance shall not cover:

  • the things of the Passenger regardless of their name and purpose, the sum of the three dimensions of which when packaged exceed 203 cm (such baggage shall be deemed excess),
  • the things of the Passenger regardless of their name and purpose with a single seat weight of more than 32 kg,
  • courier mail and parcels accompanied by the couriers,
  • animals and birds with the exception of guide-dogs accompanying blind passengers.

The carriage of the aforesaid baggage is paid in accordance with its factual weight regardless of the quantity of the other things of the Passenger carried as baggage.

4.2.6 When carrying the passengers travelling as a group (with the confirmation documents) and traveling together on board one aircraft on one route and to the same destination airport (a family, delegation, tourists, sports and other teams) on passengers’ request or given their consent the members of the group are assigned free of charge group baggage allowance which is a joint free of charge allowance for the passengers of this group. When using the free of charge group baggage allowance all the procedures, connected with checking in and reclaiming the baggage are carried out separately for every individual passenger, and only the free baggage allowance is calculated jointly.

4.2.7 The Passengers traveling with children shall have the right to carry one perambulator or a carry-cot in addition to the free baggage allowance.

4.3.1 The baggage of the Passenger is accepted for carriage on its check-in at the departure airport or other check-in point. The Airline or its Authorized agent shall be obliged to provide the Passenger with a bag tag with a number on every piece of checked-in baggage. The bag tag shall ensure baggage identification.

4.3.2 Accepting the baggage for carriage the Airline shall make a note on the paper airline ticket in case the ticket has been issued on paper about the number of pieces and checked-in baggage weight which shall be considered an issued baggage receipt. In case the baggage weight is not sated on the ticket it shall be deemed that the full weight of the checked-in baggage complies with the free baggage allowance.

4.3.3 The Airline or its Authorized agent after having accepted the baggage for carriage shall be held responsible for the preservation of the checked-in baggage and its packaging.

4.3.4 From the moment of baggage acceptance for carriage and before the moment of its reclaim the passenger shall be prohibited to have access to the baggage, except for identifying and extra inspection by the relevant departments.

4.3.5 The Airline shall have the right to check the baggage weight, carried by the Passenger from his/her arrival airport and (or) destination airport. In case it turns out the Passenger carried the baggage the weight of which exceeds the set free baggage allowance weight or has more pieces than stated on his baggage receipt without the relevant surcharge payment, the Passenger shall pay the surcharge for the unpaid part of his baggage.

4.3.6 The weight of one baggage piece shall not exceed 50 kilograms. Given the consent of the Airline heavier baggage pieces can be accepted for carriage.

4.4.1 The things the passenger has on him/her (hand baggage) are the unchecked baggage and are accepted for carriage as a part of free baggage allowance.

4.4.2 The Airline and its Authorized agent when handling the hand baggage carried in the passenger cabin of the aircraft is obliged to give the passenger for every stated item the tag “hand baggage” or “into the cabin” and mark the hand baggage weight on the baggage receipt.

4.4.3 Hand baggage weight shall not exceed 5 kilograms, and shall be up to the dimensions 55 x 40 x 20 cm, the number of items being no more than 1.

4.4.4 The Airline representative can allow a piece of hand luggage heavier than 5 kg (with the number of items being no more than 1) provided that its dimensions are up to  55 x 40 x 20 cm.

4.4.5 The hand baggage must fit into the overhead locker or under the seat in front of the passenger.

4.4.6 The Passenger must allow to have the things he/she is transporting weighed with the exception of the items he/she may need on boarding, disembarkation and in flight:

  • outerwear;
  • handbag or brief case;
  • file;
  • baby food in flight;
  • carry-cot when travelling with a child;
  • umbrella or cane;
  • crutches, folded wheelchair for transporting a passenger with restricted mobility;
  • bunch of flowers;
  • book, magazine, newspaper;
  • notebook;
  • mobile phone;
  • video camera;
  • suit in holdall;
  • buggy ( a buggy can be used before the Passenger climbs the stairs to the aircraft , after that the buggy is given to be carried in the baggage compartment). 

4.4.7 The Passenger is solely responsible for the preservation of the hand baggage carried in the passenger cabin. The Airline is not responsible for the hand baggage the passenger has on board. In case there is a stop in flight declared in the carriage document the Passenger has to take the hand baggage from the passenger cabin on disembarkation.

4.5.1. The Passenger when buying the ticket and at transfer airport is obliged to coordinate with the Airline the weight of the items he is going to transport in addition to the free baggage allowance.

4.5.2. If the Passenger transports more baggage items he has previously booked and paid, such baggage is accepted for carriage only provided that free space is available and relevant charges are paid.

4.5.3. The Airline reserves the right to restrict the acceptance or reject the passenger in transporting excess baggage, if the baggage was not booked in advance.

4.5.4. The Passenger is obliged to pay the excess baggage according to the tariff set at the time of carriage, for the whole carriage to the destination point. If the weight of one checked-in baggage item exceeds the allowed 50 kg, such baggage is carried only subject to prior agreement with the Airline ( and also on condition that there is enough ship room available) and paid according to the set tariff for the complete weight or is registered as cargo in accordance with cargo carriage rules.

4.5.5. If at the departure point the Passenger wishes to carry the baggage the amount of which is less than previously booked and paid, the difference in the charges between the stated and factual baggage weight is subject to refund in accordance with the tariff rules.

4.5.6. In case the Passenger has increased the carried baggage weight on the route he/she is obliged to pay the excess baggage charges or pay extra for the extra baggage the weight of which has not yet been paid for. In case the Passenger has decreased the weight of the carried baggage no recalculation of the previously made payments is made by the Airline.

4.5.7. The Passenger who wishes to transport over dimensioned baggage must tell the Airline about it when booking or buying a ticket.

4.5.8. If several carriers take part in the carriage, the airline shall obtain their consent for transporting over dimensioned baggage.

4.5.9. Over dimensioned baggage is accepted for carriage on condition that the sizes of the cargo hatches and the baggage-cargo compartments of the aircraft allow its lading (unloading) onto /from the aircraft and its distribution on board the aircraft.

This baggage shall have the accessories for its securing when moving it to the aircraft, from the aircraft and on board the aircraft.

4.5.10. The Airline reserves the right to reject the acceptance of excess baggage if it doesn’t comply with the stated regulations.

4.5.11. Over dimensioned baggage is not included in the free baggage allowance; the carriage of such baggage shall be paid according to the excess baggage tariff.

4.5.12. The payment for excess and over dimensioned baggage is made for whole kilograms. The round-off is made according to the following rules: the weight of less than 500 grams is rounded downward to the whole kilogram, the weight of more than 500 grams is rounded upward to the whole kilogram.

An excess baggage payment receipt confirms the payment of baggage carriage if the weight of the baggage exceeds the allowance set by the Airplane or the payment of baggage carriage which free baggage allowance does not include.

An excess baggage payment receipt should necessarily include control, agent, flight (1 to 4) passenger coupons having the prescribed form. The receipt can have a universal coupon for credit card payment and front and back covers.

An excess baggage payment receipt used on international flights should have information that this document complies with the paper receipt according to Art 4 of the Warsaw Convention or the Hague Protocol amendments to the Warsaw Convention 1955.

4.7.1 The baggage of the passenger which is not included into the free baggage allowance or requiring precautionary measures (cinema and photo equipment, television-radio equipment, electronic and optical devices, a musical instrument etc.) which can not be put into the baggage-cargo compartment of the aircraft can be carried in the passenger cabin.

4.7.2 Baggage can be carried in the passenger cabin under a passenger ticket, the price of which is 100% of the standard tariff of the relevant service class. Free baggage allowance is not included into the price of this ticket.

4.7.3 The weight of the baggage carried in the passenger cabin shall not exceed the average passenger weight (no more than 80 kilos) and its dimensions shall allow its placement on a separate passenger seat.

4.7.4 Baggage carriage in the passenger cabin is drawn subject to the prior agreement with the Airline. When buying an air ticket the Passenger shall book and pay a separate seat for this baggage.

4.7.5 The package of the baggage carried in the passenger cabin shall have accessories for securing it in a passenger seat. Loading the baggage on and unloading it from the aircraft shall, as a rule, be performed by the Passenger to whom this baggage belongs to.

4.8.1. Diplomatic baggage (mail) escorted by the courier may be carried in the passenger cabin. It is drawn as unchecked baggage separately from the personal baggage of the courier and can be placed on passenger seats.

4.8.2. The weight of the diplomatic baggage (mail) shall not exceed the average passenger weight (no more than 80 kilos) and its dimensions shall allow its placement on a separate passenger seat.

4.8.3. Diplomatic baggage (mail) carriage is paid in accordance with the rules of the airline on tariff application.

4.8.4. The carriage of the diplomatic baggage (mail) given to the Airline supervision  (valise) is done in accordance with the conditions of the special agreements concluded between the Airline and the companies. In case there are no such agreements the valise is done in accordance with the rules and instructions of the Airline.

4.9.1. The baggage can be handled as unaccompanied in case it is:

  • astray baggage;
  • company and commercial mail. 

4.9.2. In other cases the carriage of unaccompanied baggage is handled with an excess baggage payment receipt and paid in accordance with the Airline tariff application rules.

4.9.3. If baggage is to be carried along international routes, then it shall be accompanied with international carriage documents stipulated by the authorized state agencies.

4.10.1. If the passenger having arrived at the destination point, stop or transfer has not received his checked-in luggage and has made a written claim about it; the Carrier or his Authorized agent responsible for service shall take all the necessary measures for baggage search.

4.10.2. Once the baggage the carriage of which has been paid in accordance with the relevant baggage payment has not been claimed through the Airline’s fault; the baggage shall be sent to the destination point, stop or transfer point at the Airline’s expense.

4.11.1. Items and substances that during carriage, loading, unloading and storage can cause explosion, fire, damage of the aircraft and its equipment, buildings and constructions, cargo and baggage at the airports and on board the aircraft, as well as mutilations, poisonings, scalds or radiation of people and animals are not accepted for carriage by air transport as hold baggage or hand baggage.

4.11.2. The passenger must not include into his baggage:

  • Items and substances the carriage of which is prohibited under the law of the Russian Federation and the Russian Federation Government Ordinances, rules and regulations of the state bodies of the Russian Federation, international documents in the sphere of civil aviation, international agreements signed by the Russian Federation, the documents of state bodies of any country on the territory of which, from the territory of which or through the territory of which the carriage is made;
  • Items and substances that in the Carrier’s opinion can not be accepted for carriage as baggage because of their weight, size or other characteristics. 

4.11.3. Note. A detailed list of the dangerous substances and items prohibited for carriage on civil aircraft is found in the Rules on dangerous cargo carriage by air, put into effect by the decree of the Minister of Transport of the Russian Federation.

Dangerous items and substances prohibited for carriage in checked-in or hand baggage:

a) Firearms and cold weapon of all kinds:

  • Pistols, revolvers, rifles, carbines, and other fire arms;
  • Cavalry swords, sables, backswards, ataghans, broadswords, swords, skewers, bayonets, daggers, cutlasses, stiletto, knives: military, amphibious, switchblades, backswords, knives with thrust out blades, lockups etc.

b) explosive substances and items, stuffed with those, firing devices:

  • gunpowder of all kinds, in any packaging and any quantity;
  • ball-cartridges (including small caliber);
  • gas spray gun cartridges;
  • capsules (caps) shooting and ignition-caps;
  • pyro: signal and illuminating rockets, signal cartridges, landing blocks, torch pots, matches, Bengal lights, railway animalards;
  • dynamite, shimose, ammonal, trotyl and other explosives;
  • electric detonator, squibs,  detonating cord and fuse.

c) compressed and condensed gases: gases for everyday use (butane-propane), gas for hot plates, aerosols, gas-lighters, charging barrels for the lighters, containing unabsorbed liquid fuel (except for condensed gas), fuel for lighters and charging elements, thermo matches, gas instruments with barrels and  charging barrels for them, gas barrels with neuroparalytic and tear agents, compressed air barrels for scuba divers etc.

d) flammable liquids:

  • acetone;
  • animalrol;
  • flammable animalrochemical samples;
  • methanol;
  • methyl acetate (methyl ether);
  • brake fluid;
  • carbon disulphide;
  • esters;
  • ethyl cellulose;
  • all other flammable liquids;
  • some solvents, paints and glues, other flammables .

e) flammable solid substances:

  • substances that under the influence of water  emit warmth and combustion gases, that can cause auto flammability and fire;
  • kalium, natrium, calcium metal and their alloys, calcium phosphide and other;
  • white, yellow and red phosphorus and all the other substances, belonging to the category of flammable solid substances;
  • organic peroxides;
  • colloid cellulose nitrate in granules or flocks, dry or wet, containing less than 25% of water or solvent;
  • colloid cellulose nitrate  nubbly, wet, containing less than 25% of spirit, cellulose nitrate  dry or wet, containing less than 30% of the solvent or 20% of water;
  • matches and other flammable items, auto flammable substances and mixtures emitting combustible gases in immediate contact with water.

f) poisonous and intoxicating substances

  • any poisonous potent and intoxicating substances liquid or solid packaged in any container
  • brucine;
  • nicotine;
  • strychnine;
  • tetrahydrofurfuryl alcohol;
  • antifreeze substance;
  • ethylene alcohol;
  • mercury;
  • all hydrocyanic acid salines and cyanides;
  • cyclon, black cyanide, arsenous acid anhydride and all the other potent poisonous and intoxicating substances.

g) acid and corrosive substances

  • high inorganic acids: chlorhydric, sulphuric, nitric  and other acids;

  • hydrofluoric (fluohydric) acid and other high acids and corrosive substances;

  • bleach, peroxides, containers with  polyester resin and other oxidizing agents.

h) radioactive materials

i) asbestos, redolents and their essences, carbon-dioxide ice, magnetic items and other different dangerous materials

j) toxic substances

k) all the other substances, cargo and items, having the features of the aforementioned substances, cargo and items the security of transporting which is dubious or those that can be used for arson, explosion or threatening the life of the passengers and the aircraft crew.

l) weapons

  • pistols, revolvers, rifles, carbines, and other fire arms, gas spray guns, airguns, electric strikes, stilettos, knives bayonet for amphibious use, with the exception of the cases and in the order set by the legislation of the Russian Federation.

A detailed list of all the dangerous substances and items prohibited for carriage on board the aircraft is found in Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284 AN/905 ICAO).

4.11.4 Items and substances which can not be carried

Items and substances that can be carried as checked-in baggage in the cargo compartments of the aircraft with isolated access of the passengers during the flight:

  • crossbows, harpoon guns, cavalry swords, sables, backswards, ataghans, broadswords, swords, skewers, bayonets, daggers, cutlasses, stiletto, knives: military, amphibious, switchblades, backsword, with выбрасывающимися blades, lockups, all kinds of weapons simulator devices;

  • service-utility knives (scissors), with a blade longer than 60 mm;

  • alcohol drinks with the alcoholic content more than 24% but no more than 70% of alcohol, the volume of the containers being no more than 5 litres, in retail containers  - no more than 5 litres per passenger;

  • liquids and alcohol drinks with the alcoholic content no more than 24 %;

  • aerosols designed for sports and every day purposes, exhaust valves of the barrels which are protected by caps preventing self-induced emission of the contents in containers with the capacity of no more than 0,5 or 500 ml and no more than 2 kg or 2 litres per passenger. 

4.11.5 Items and substances that can be carried as hand baggage:

  • one small medical or clinical thermometer, containing mercury, for personal use if it is put in a protective case;
  • mercury tonometer in standard case – 1 per passenger;
  • 3% hydric dioxide – no more than 100 ml per passenger;
  • liquids, gels and aerosols that are considered not dangerous.

in containers with the capacity of no more than 100 ml (or equivalent capacity in other units of measurement of volume) packed in safely secured transparent plastic bag of no more than 1 liter – 1 bag per passenger.

Liquids in containers with the capacity of more than 100 ml are not accepted for carriage even if the container is only partially filled.

            The exceptions in carriage are medications, child food and special diet food

Liquids bought  in  duty free shops at the airport or on board the aircraft should be packed in a safely secured sealed plastic bag enabling identification of the bag contents in flight and having an authentic confirmation that this purchase was made at the duty free shops at the airport or on board the aircraft on the day (days) of the travel.

  • dry ice in the quantity of no more than 2 kg per Passenger when it is used for cooling of perishable foods which are not dangerous, and which are not covered by the Technical Instructions for the Safe Transport of Dangerous Goods by Air, on condition that gaseous carbon dioxide can be carried as hand baggage and, given the Carrier’ s permission, in checked-in baggage;
  • Safe matches or a lighter for personal use in the hand baggage;
  • Cardiac stimulant and other devices having radioactive isotopes, including the devices charged from lithium rechargeable batteries implanted in the person’s body or radioactive pharmaceuticals, contained in the person’s body as a result of treatment.

The Airline has the right to take the decision on introducing supplemental aviation safety measures on high risk flights and consequently prohibit the carriage in the passenger cabin of the following items:

  • corkscrews;
  • hypodermic needles (unless a medical ground is provided);
  • knitting-pins;
  • scissors with blades shorter than 60 mm;
  • jack-knives (without plunger pin) travel penknives with blades shorter than 60 mm .

4.11.6 Items and substances that can be carried as hold baggage with the Carrier’s assent:

  • small cylinder with gaseous oxygen or air necessary for medical purposes;
  • wheel-chairs for transporting the sick and other vehicles working from the battery, fitted with leak proof batteries and carried in the checked-in baggage on condition that battery terminals  are protected from short-circuit failure and the battery is safely fixed on the wheel-chair or another vehicle;
  • wheel-chairs for transporting the sick and other vehicles working from the battery fitted with leak proof batteries and carried in the checked-in baggage on condition that the wheel-chair or the vehicle can be loaded, placed, fixed or unloaded only in vertical position and on condition that the battery is off and battery terminals  are protected from short-circuit failure and the battery is safely fixed on the wheel-chair or the vehicle.

If it is not possible to load, fix and unload the wheel-chair or the vehicle in vertical position, it is necessary to remove the battery and the wheel-chair or the vehicle can afterwards be carried without limitations as checked-in baggage. The removed battery has to be carried in solid firm package sets bearing in mind that:

  • these package sets should exclude the leak and block the liquid from the battery, it is also necessary to provide stall protection by fastening to the tray, or by fixing them in the cargo compartment with the help of the necessary fasteners, for example, long bands, braces or props;
  • the batteries have to be protected from short-circuit failures, be fixed vertically in such package sets and be covered in enough compatible absorbing materials in order to absorb all the liquid they contain;
  • a package placement tag, like the one saying“ liquid battery with a wheel-chair” or “liquid battery with a vehicle” and a corrosion danger tag shall be put on such package sets.

The PIC shall inform the passenger where the wheel-chair for the carriage of the sick or the vehicle fitted with a battery is or where the sealed battery is.

It is highly recommended that the passenger shall coordinate his/her actions with the Airline, moreover for the batteries which are not leak proof there should whenever possible be put vent plugs preventing the leak.

One passenger can carry no more than 2 small cylinders with carbon dioxide or other relevant gas in the category 2.2. of the Technical Instructions for the Safe Transport of Dangerous Goods by Air. Carbon dioxide shall be put into the self-righting life-jacket for the purpose of inflation, plus no more than two spare charges for it.

Items emitting warm (i.e. equipment, powered by the battery, such as underwater lights, soldering apparatuses, which on accidental switch on will emit a lot of warmth and can cause a fire) can be carried as hand luggage only. Warm emitting component or the power supply shall be removed in order to exclude undeliberate run in carriage.

4.11.7 The passenger is not recommended to include into his checked-in baggage fragile and perishable items, currency units, jewelry, precious metals, computers, electronic devices, securities and other valuables, business papers, passports, ids, keys and other such items.

4.11.8 The passenger is held responsible for transporting in his baggage the items prohibited for carriage or submitted for carriage not complying with the requirements and conditions of carriage set forth by the present rules.

4.11.9 In order not to clutter any communication or aircraft control systems during take-off and climb, descent and landing the passenger is prohibited to play electronic games, portable photo or video cameras, video recorder, mobile phone, walky-talky, transistor receiver and other electro-emitting equipment with the exception of a hearing device, cardiological equipment, electronic alarm-clock, calculator, portable computer and portable tape-recorder (player).

4.12.1 Carriage of weapons, ammunition and special devices is done in accordance with the requirements of the “Instructions on the order of carriage by “UTair Aviation” aircraft concerning weapons, ammunition and rounds of ammunition, special devices given by the passengers for temporary storage for the time of the flight”.

4.12.2 The charge for the carriage of weapons, ammunition, rounds of ammunition and special devices is levied according to the baggage tariff on the usual terms. The weight of the weapons is included into the total weight of the passenger baggage.

4.13.1 Carriage of animals and birds on the Airline flights as baggage is done in the company of the Passenger given the Airline consent and also given the consent of the countries of entry and transit in international carriage.

4.13.2 The passenger has to inform the Airline or its Authorized agent about the carriage of animals (birds) when making the booking of the carriage or buying a passenger ticket.

4.13.3 Under the airline authority the carriage of animals on board the aircraft is allowed. Animals of less than 10 kg of weight (the weight of the carrier container included) are allowed to be carried on board. Should the animals weigh more they shall be carried in the baggage section as checked-in baggage.

4.13.4 The passenger who accompanies the animal (bird) in the Airline flights is obliged to have and show at check-in the valid documents (certificates) on the health of the animal (bird), issued by the authorized institutions in the sphere of health care and an allowance for exports, imports and transit in international air carriage.

4.13.5 The Airline can not be held liable for the refusal to import the animal into the country of entry or transit.

4.13.5 The acceptance of animals and birds for carriage is done on condition that the passenger is fully responsible for them. The Airline is not responsible for bodily injury, loss, delay in delivery, illnesses or death of such an animal or in case of refusal to import them in or transit through the country.

4.13.6 The Airline reserves the right to reject the carriage of the animal in the passenger cabin unless such carriage has been previously agreed upon.

4.13.7 A domestic animal (bird) carried in the passenger cabin or the baggage compartment  should be placed in a carrier container (cage or basket), of the necessary size with air access (guide-dogs are exceptions). The bottom of the container (cage or basket) should be water proof and covered in absorbing material. The bird cages shall be covered in thick lightproof material.  The overall dimensions of the container/cage for the animal carried in the passenger cabin are up to 115 cm, for the one carried in the baggage compartment 203 cm. The carrier container for the animals/birds shall have handles for carriage.

4.13.8 The weight of the animal (bird) including the weight of the container (cage or basket) and the food for feeding the animal is not included into the free baggage allowance and is paid by the passenger in accordance with the tariff set by the Carrier.

4.13.9 Guide-dogs accompanying blind/deaf passengers are carried in the passenger cabin free of charge in addition to the free baggage allowance provided that there is a document that confirms the special training of the guide-dog, relevant learning, a veterinary service certificate, on condition that the guide-dog is wearing a dog-collar and a muzzle. They are placed on the aft rows of seats in the passenger cabin and should be tied to the seat of the owner at his feet. The Airline should be notified about the guide-dog in advance.

4.13.10 The animals/birds are not included into the free baggage allowance. The carriage of animals/birds shall be paid in accordance with the excess baggage tariff on the basis of the factual weight of the animal/bird together with the container. The dogs of the passengers are accepted for carriage in the passenger cabin with a dog-collar and a muzzle and provided that they have a veterinary service certificate.

4.13.11 The passenger has to meet all the requirements of the Airline and reimburse for all the damages and extra costs that can arise in the carriage of the animal (bird).

4.13.12 In the baggage compartment where the animals/birds are going to be carried no baggage and cargo containing foods must be carried as there is a risk of contamination of the latter.

4.13.13 The Airline reserves the right to reject the carriage of the animal in the baggage compartment of the aircraft if this carriage has not been previously agreed upon.

4.14.1 The things carried as baggage should be packed in suitcases, bags, rolls and other similar packing having handles for carrying. Cases, boxes, baskets should be bound and fit for carrying. The zips should be in order and secured.  The covers, bottoms and sides should be without holes and fit together. Cords and straps shall be fast and without knots.

4.14.2 Suitcases, bags, brief cases, baskets without zips/clips shall be specially packaged and protected from the access to the contents.

4.14.3 The packing of the checked-in baggage shall secure the preservation of the contents given the usual baggage treatment when performing carriage.

4.14.4 Every checked-in piece of baggage shall be packed separately. Putting two or more things having a separate packing onto one seat including securing rolls to suitcases is prohibited.

4.14.5 The baggage having sharp protruding objects in its packing (nails, swelled edges of strip iron, wires etc.) must not be accepted for carriage.

4.14.6 The passenger is recommended to have an identification tag with the passenger’s name and address inside and outside of every baggage piece.

4.15.1 The passenger has to reclaim his/her checked-in or unaccompanied baggage once the Airline has announced its reclaim at the point of destination, stop on the way or transfer airport.

4.15.2 Checked-in baggage is given to the passenger on showing a baggage tag on every piece of baggage; if the passenger is unable to show a baggage tag, baggage receipt, the authorized agent can give the baggage to such a passenger on the condition of showing evidence for reclaiming the baggage. The Airline or its authorized agent are not obliged to check if the holder of the baggage receipt or the baggage tag has the right to reclaim the baggage and is not liable for the damage or expenses the passenger suffers whenever the baggage is reclaimed without such a check being made.

4.15.3 The baggage is reclaimed at the airport which was stated as the destination airport when the baggage was accepted for carriage. However, on passenger’s request the baggage can be reclaimed at the airport of departure or at the line station, if the baggage reclaim is not prohibited by the state body regulations and if the time and circumstances allow to reclaim the baggage.

4.15.4 In case of such reclaim at the airport of departure or the line station all the amounts previously paid to the Airline in connection with the carriage of such baggage can be paid back only given the consent of the Airline.

4.15.5 If a person reclaiming the baggage can not show the baggage receipt or the baggage tag, the Airline or its authorized agent can give the baggage to such a person only on condition of showing enough evidence of this person’s rights to reclaim this baggage.

4.15.6 In case of baggage shortfall or damage the airport at which the carriage failures are found is obliged to draw up a carrier’s statement of fact in accordance with the prescribed form.

4.16.1 The baggage of the passenger at the destination airport can be stored free of charge for 2 days, including the day of arrival of the aircraft on which the checked-in baggage was delivered. The further storage of the baggage is ensured by the Airline.

Baggage storage costs for the period exceeding the free of charge baggage storage period are levied from the passenger who owns the baggage in accordance with the civil legislation of the Russian Federation.

The storage of the baggage not delivered to the destination airport on the due date stated in the carriage document of the passenger through the fault of the Airline is done at the Airline’s expense.

4.16.2 The passenger baggage which does not have a baggage tag and the owner of which has not been identified is considered to be undocumented.

4.16.3 The passenger baggage from the moment of its delivery to the destination airport including undocumented baggage not reclaimed within 6 months is considered unclaimed and is handed over or destroyed by the Airline in accordance with the legislation of the Russian Federation.

4.16.14 The Airline or its Authorized agent are obliged within the stated period of storage before the disposal of the baggage as unclaimed take measures to find the passenger who owns the baggage.

4.16.5 If the search of the owner of the checked-in baggage has been successful, the Airline or its authorized agent sends the owner of the checked-in baggage a written notification on the necessity of claiming the baggage and the order of claiming or baggage delivery.

4.16.6 Checked-in baggage is stored for 6 months from the day the owner was sent a notification on the necessity of claiming the baggage; or in case the owner of the baggage was not found from the day of the aircraft arrival at the airport. In case the passenger has not claimed the checked-in baggage upon the stated period expiration the baggage can be handed over and destroyed in the order stated in the regulatory legal acts of the Russian Federation.

4.16.7 The hand baggage left or forgotten by the passenger on board the aircraft is stored at the airport it was found at for 6 months from the date of the arrival of the aircraft at the airport.

4.16.8 Upon expiration of the 6 month period from the date of the aircraft arrival at the airport the hand baggage and the things stated in article 4.4.6 can be handed over or destroyed in the order stated in the regulatory legal acts of the Russian Federation.

4.16.9 Perishable goods found in the unclaimed or undocumented baggage in case of damage are subject to destruction. The impossibility of their further storage in the baggage is drawn in the act confirming the fact of damage.

4.16.10 For 6 months from the day the passenger gets the receipt he/she has the right to get the money earned from selling the unclaimed things with the charges due to the carrier deduced from the Carrier or his authorized agent on showing the receipt.

4.17.1 The passenger reserves the right to declare the value of the checked-in baggage both at the point of departure and at any staging station on the route of carriage. Moreover, the passenger has the right to increase the baggage declared value.

4.17.2 For declaring the baggage value a charge set by the rules of tariff application is levied. The declared value can not exceed the baggage real value. The checked-in baggage value can be declared for every piece separately.

4.17.3 The charge for declaring the value of the checked-in baggage is paid at the point where the value is being declared and is certified with a paid baggage receipt in which the points between which the baggage is carried are stated, the number of this receipt, the value of the baggage and the destination airport are written on the baggage receipt. However, if a passenger declares a greater value of his/her baggage compared to the one declared before at any staging station, he has to pay an extra charge.

4.17.4 When the passenger declares the value of the baggage accepted for carriage the Airline has the right to demand that the passenger shows the contents of the baggage. If the declared value of the baggage does not reflect the real value of the baggage, the Airline declares the real value of the baggage.

If there is a discrepancy between the Airline and the passenger, the passenger must show proof of the value of the checked-in baggage (invoice, price list, check or any other document) the value of which is declared. When there is no evidence of the declared value the Airline reserves the right to reject the carriage of the baggage with the declared value as declared by the passenger.

4.17.5 In order to declare the real value of the baggage the Airline has the right to summon a board which will consist of the Airline representative, the airport SOP chief, check-in attendant, chief acceptance/delivery inspector or a loader.

4.17.6 All the things accepted for carriage as baggage with declared value shall have intact fast packaging. The weight and dimensions of the valuable baggage shall not exceed the stated norms. The Airline reserves the right to reject the acceptance of the checked-in baggage with the declared value if the baggage packaging is considered not complying with these rules or if the baggage requires special precautionary measures during carriage.
